EU Supports 46 Projects to Boost Raw Material Independence from China

The European Union is endorsing 46 critical raw materials projects to bolster its supply chains and mitigate reliance on China, amid concerns over potential trade tensions. This initiative is part of the EU’s effort to strengthen the availability of essential materials for industries such as automotive, defense, and renewable energy.

European Commission Industry Commissioner Stéphane Séjourné emphasized the need for the bloc to brace for possible disruptions in the coming months. The projects, which require an estimated €21 billion investment, have been granted strategic status under the EU’s Critical Raw Materials Act. This legislation aims to diminish dependency on foreign suppliers and enhance the EU’s capacity to secure crucial resources by 2030.

Some projects are already making headway. For instance, a rare earth processing plant in Pau, France, is set to produce dysprosium and terbium, key materials for electric vehicle magnets and wind turbines. In Greece, a gallium facility is operational, and Finland’s Keliber lithium project has launched with €150 million in backing from the European Investment Bank.

The EU is also engaging in diplomatic efforts to alleviate trade tensions with China. Trade Commissioner Maroš Šefčovič continues to hold discussions in Beijing to address trade imbalances and concerns over Chinese imports. The EU’s 2030 targets include extracting at least 10% of its strategic raw materials domestically, processing 40% within the EU, and recycling 25%.

Despite the strategic status of these projects, which can expedite permitting and attract investment, industry representatives question if current measures are adequate to meet these ambitious goals. While some progress is noted, the EU has unlocked €1 billion for six projects and secured €660 million in support for eight initiatives through the European Investment Bank.

The EU hopes that these strategic projects will lay the groundwork for a robust domestic raw materials sector, enhancing economic security and reducing the risk of international supply chain disruptions.
