Kazakhstan has embarked on a significant modernization of its Armed Forces following the approval of a comprehensive military reform plan by the country’s Security Council. Chaired by President Kassym-Jomart Tokayev on October 21, the council meeting set forth a series of initiatives designed to enhance military capabilities and management.
The reform plan aims to establish a modern, mobile, and technologically advanced military, with a particular focus on strengthening service safety, improving command standards, and fostering efficient use of public resources. Among the notable changes is the creation of a new Unmanned Forces branch, which reflects the lessons learned from modern warfare and international military practices.
One key component of the reform is a revamped compulsory military service model, which will now include two stages. Recruits will undergo six months of training at military training centers, followed by an additional six months serving in military units where they will concentrate on combat readiness and operational duties. This approach is intended to enhance the overall effectiveness and preparedness of the military personnel.
In addition to the structural changes, the plan includes measures to protect servicemen’s rights, improve military discipline, and uphold safety standards. The government also intends to bolster military-patriotic education, expand the number of specialized military schools, and enhance initial military training programs.
The reform strategy encompasses a new information and communications strategy and aims to strengthen educational programs based on the constitutional principles of law and order. Organizational changes are anticipated to be completed by the end of 2026, with the main conceptual reforms targeted for implementation by 2027. President Tokayev has also directed a comprehensive review of the Defence Ministry to be finalized by the end of 2026.
The implementation of these reforms will be coordinated by the government and the Security Council, with military security identified as a national priority that requires collaboration across relevant government institutions. The overarching goal is to align Kazakhstan’s Armed Forces with contemporary standards and ensure their readiness to address current and future security challenges.
