UK May Reopen Talks on EU Defence Pact, Says Starmer

The UK should consider restarting negotiations on a defence pact with the European Union, Prime Minister Keir Starmer has said, stressing that Europe must “step up and do more” to strengthen its security in an increasingly uncertain global environment.

Starmer indicated that closer cooperation with European partners is essential to boosting defence spending and expanding military capability. Rejoining EU-led defence initiatives, including the Security Action for Europe (Safe) fund, is one option being explored.

Talks on UK participation in the €150bn Safe defence programme collapsed in late 2025 after disagreements over the cost of entry. However, there is now renewed interest on both sides in reopening discussions, particularly amid growing concerns over US reliability on European security and pressure on Nato.

Speaking during an overseas trip, Starmer said Europe, including the UK, must go beyond existing defence commitments and work more closely on spending, capability, and cooperation. He confirmed that schemes such as Safe should be reconsidered if fair terms can be agreed.

The UK and EU are also exploring broader defence cooperation alongside existing bilateral agreements with European allies. Recent deals include major naval and aircraft contracts aimed at strengthening defence industries and military readiness.

While the UK is not eligible for direct loans from the Safe fund, participation under third-country rules would allow British defence firms to compete for EU procurement contracts. Previous discussions reportedly broke down over the size of the UK’s financial contribution, but officials believe there is now greater flexibility.

Starmer has ruled out rejoining the EU’s single market or customs union but remains keen to deepen cooperation in areas such as defence, energy, trade, and security. He said rebuilding relations with Europe is essential to address the economic and strategic challenges facing the UK.
